THE PEOPLE / Former director of the UAP Task Force

Jay Stratton

A career soldier and intelligence officer who says a 2005 video of a black triangle over a missile silo sent him hunting UAP for the government for sixteen years. He helped build AAWSAP, led the Pentagon’s first UAP Task Force, and in 2026 published a memoir of recovered craft, a ‘Legacy Program’ and visitors at his own windows.

An infantryman from an oil town

John F. Stratton Jr., Jay to everyone who has worked with him, grew up in a working-class oil town in East Texas with four generations of his family under one roof, and enlisted in the Army at seventeen in 1989 while still in high school. “I thought, ‘I’m off to be an infantryman,’” he told People in 2026. “Little did I know where that path would lead.” The press release with which Radiance Technologies announced his hiring in May 2022 lists the campaigns: Desert Shield and Desert Storm, the Balkan operations Joint Endeavor, Deny Flight, Deliberate Force and Allied Force, Southern Watch over Iraq, Iraqi Freedom, Enduring Freedom and Noble Eagle. His own speaker biographies add twenty-eight years in uniform, enlisted and commissioned, in the Army and the Air Force Reserve, postings in the Office of the Secretary of Defense, the Joint Staff, Strategic Command and Naval Air Systems Command, and time at two U.S. embassies. His publisher’s biography counts eight deployments. He was in the Pentagon on September 11, 2001. “I lost friends that day,” he told People, and called the attack “an intelligence failure where intelligence agencies were not talking to one another.” As a civilian he became chief of air and space warfare in the Defense Intelligence Agency’s Defense Warning Office, moved to the Office of Naval Intelligence in 2008 as deputy director of air warfare, and finished his career there in early 2022 as a Defense Intelligence Senior Executive, the civilian grade his biographers compare to a two-star admiral. The Pentagon’s own description, given to the researcher John Greenewald in 2022, is plainer: “former Office of Naval Intelligence senior civilian John Stratton.” None of his published biographies gives his education.

The video that changed his world

Every account Stratton has given of his sixteen years on UAP starts the same way. In the autumn of 2005, while he was the DIA’s chief of air and space warfare, a colleague walked into his Washington office and asked whether he could make sense of a video on a classified system. Security forces had recorded it looking up at restricted airspace near a nuclear missile silo. In the version he gave People, it showed a black triangular craft with orange, white and yellow lights glowing at each corner, moving silently before accelerating faster than the eye could follow. “I can literally still see that video in my head,” he said. “That was the moment that changed my world.” To Bret Baier he explained why it mattered that he, of all people, could not identify it: his job was to know where American and adversary technology stood, and this “was flying in ways and demonstrating capabilities that exceed ours.” He called it a threat: “We don’t understand it. We don’t know the intent and we don’t know where it’s from.” The memoir describes the frame as a black triangle with no wings, tail, exhaust or visible propulsion, and concedes, by Jason Colavito’s reading, that nothing in the picture gave a sense of scale. The video has not been released, and Stratton has not said where the silo was.

AAWSAP and the Tic Tac

Stratton says he was “one of the first” to brief Congress on the subject, in 2007, when he spoke to Senator Harry Reid, and the program that followed is the one he is most often credited with. In 2008 the DIA, under the analyst James Lacatski, awarded Robert Bigelow’s Bigelow Aerospace Advanced Space Studies a two-year, $22 million contract for the Advanced Aerospace Weapon System Applications Program. Stratton’s biographies call him a co-founder. In early 2009 Stratton and a colleague turned up in the reception area of Luis Elizondo’s office to recruit him for “an intelligence program over at the Defense Intelligence Agency,” by Elizondo’s account in Imminent, and the same year Stratton began the first in-depth investigation of the November 2004 Nimitz encounter, interviewing the pilots nearly five years after the fact; they asked him, Elizondo writes, not to reveal their identities. According to Skinwalkers at the Pentagon, the 2021 insiders’ account by James Lacatski, Colm Kelleher and George Knapp, his thirteen-page Tic Tac report was one of about a hundred that AAWSAP delivered to the DIA. Knapp and Elizondo both credit him with retiring “UFO” in favor of “unidentified aerial phenomena,” the term the government still uses, and Elizondo adds that he coined “hitchhiker effect.” By the autumn of 2009, Elizondo writes, he and Stratton were urging Lacatski to steer the program away from the paranormal and toward the nuts and bolts of military encounters. Fravor, who has never been shy about the people who ignored his report, says the government “finally started taking UAP seriously because of Jay Stratton.”

Skinwalker Ranch and the hitchhikers

The paranormal came home anyway. Skinwalkers at the Pentagon, the 2021 book by Lacatski, Kelleher and Knapp, describes a senior Naval Intelligence aerospace engineer, given the pseudonym Jonathan Axelrod at the direction of the Pentagon’s prepublication reviewers, who led a DIA team to the Utah ranch in July 2009. Half a mile into a hike with two colleagues he walked into a band of air some twenty degrees colder than its surroundings, crossed it three times, and felt anxiety build into what the book calls mortal fear. Within a month of his return to Virginia, Kelleher wrote in 2022, “a plethora of paranormal phenomena suddenly erupted in Axelrod’s home”: dogmen in the backyard, blue, red, yellow and white orbs floating through the house, black shadow figures standing over beds, a “relentless barrage” of footsteps, and on February 7, 2011 an attack by orbs on the younger son in his bedroom. In the book, his wife sees “a huge wolf-like creature” standing upright against a tree at the edge of the yard. Kelleher called Axelrod “the index case” for what the authors named the hitchhiker effect, and wrote that he would later be promoted “to the rank of two-star admiral,” a rank no civilian holds; Stratton’s biographers say the equivalent. Every published detail of Axelrod’s career matches Stratton’s, though Lacatski, Kelleher and Knapp have never said so. Metabunk posters and Jason Colavito drew the connection in 2022; the New York Post’s Steven Greenstreet “outed” him, in Art Levine’s word, in 2023; he has never disputed it; and since then he has told the story in his own name, on History’s The Secret of Skinwalker Ranch, to People (“shadowy figures … darker than dark”), and to Knapp in September 2026, when he said the hitchhikers from the ranch still bother him nearly two decades on. He plays lead guitar in a band called Hitchhiker. A former Defense Department colleague who spoke to the Post anonymously in March 2023 drew a different conclusion, calling him “a complete nutjob” who talked about “the wolf man stalking his house.”

AATIP and the desk that got the reports

AAWSAP’s funding ended in 2010, and what came next was smaller. By Elizondo’s account in Imminent, he and Stratton and “a handful of government civilians and contractors” kept the Advanced Aerospace Threat Identification Program going “under the proverbial radar,” and Stratton drafted its appropriation requests, worded, Elizondo writes, “so brilliantly” that no outsider would guess the money was going to UFOs. Stratton’s desk at ONI, Elizondo writes, was the one that received the Navy’s reports from the 2015 Theodore Roosevelt encounters off the East Coast, and he opened an investigation with his leadership’s support. He also submitted a proposal to the Joint Staff he called Interloper: in Elizondo’s telling, to put “a large amount of nuclear assets at sea at one time” with every sensor pointed at whatever showed up; in Stratton’s own memoir, to use a nuclear submarine as bait. The two men’s books are oddly unmatched: Elizondo’s names Stratton some ninety times, Stratton’s names Elizondo three. The search for an office had come years earlier: when he and Lacatski first saw the reports, Stratton told Knapp, he had assumed a central office was already analyzing them. “As we tried to find that office, we found nothing.” After The New York Times revealed AATIP in December 2017, his boss at ONI asked him to come back and cobble together a new program, he was asked to brief members of the House and Senate, and he became the point of contact for bringing Navy pilots to classified briefings on Capitol Hill.

The first director of the UAP Task Force

Stratton took a conventional-threats job at ONI in late 2018, and, by his account, the head of Naval Intelligence picked him to look at UAP for the Navy and gave him direct liaison authority to seek cooperation across the services. The voluntary partnership that resulted produced two classified intelligence position reports and a reporting procedure for pilots, and people began calling it the UAP Task Force before it officially existed. The Senate Intelligence Committee’s June 2020 report endorsed “the efforts of the Unidentified Aerial Phenomenon Task Force at the Office of Naval Intelligence” and asked for a public report within 180 days; the deputy secretary of defense approved the task force on August 4, 2020. The Pentagon later confirmed to Greenewald that Stratton was leading it and that he informally called the physicist Travis Taylor his chief scientist. Under him, Knapp reported, the task force assembled a classified briefing for Congress and the agencies that included the Tic Tac case and images of pyramid-shaped objects near Navy ships, which, Knapp wrote, the team described as genuine unknowns; the Mosul orb that Jeremy Corbell published in 2023 came from that briefing, though Corbell says not from Stratton. Tim McMillan reported in The Debrief in December 2020 that one position report carried an “extremely clear” photograph of a triangle rising from the ocean. Stratton denied it on the record in 2025: “No such photo was ever provided to us by an F/A-18 pilot showing a triangle emerging from the water.” David Grusch, then a National Reconnaissance Office reservist on the task force, told Congress in 2023 that in 2019 “the UAPTF director tasked me” to identify the special-access programs relevant to its mission; he did not name him. Stratton was transferred out of the directorship in January 2021, Knapp reported, as the task force began the report Congress had demanded; Politico named his successor, Brennan McKernan, that June. The preliminary assessment published on June 25, 2021 counted 144 reports since 2004 and explained one, a large deflating balloon. Stratton told Knapp and Corbell the 2004 start date was his recommendation, “because that was the first case in recent history where I had pilot reporting and data.” In December 2024 he announced that the Director of National Intelligence had awarded the task force a Meritorious Unit Commendation.

Retirement, Radiance and The Age of Disclosure

He retired in early 2022, and Radiance Technologies of Huntsville, Alabama announced in May that he had joined its chief executive’s strategy team as subject-matter expert for intelligence strategy, with a brief covering scientific and technical intelligence. Radiance had hired Taylor a few weeks earlier, and Knapp noted that the two friends were now at the same contractor; that May he suggested that Congress hear from both men. Stratton’s first interview came on February 7, 2023 on Weaponized, the podcast of Knapp and Corbell, which billed him as the only person who had worked on AAWSAP, AATIP and the task force. He appeared on History’s ranch series that year and the next. In September 2024 William Morrow bought his memoir (“The process of disclosure is complex but it has begun,” he said) and Dan Farah bought the screen rights. Farah’s documentary The Age of Disclosure, which premiered at South by Southwest on March 9, 2025 with Stratton among its thirty-four official interviewees and an executive producer, gave him his signature line: “I have seen with my own eyes, non-human craft and non-human beings.” In it he also recalls Treasury Secretary Steven Mnuchin asking for a briefing on the economic impact of a presidential acknowledgment, and an official who told him the objects were demons and should not even be studied; in 2023 he had said that he was once asked in writing, over “religious concerns,” to wave off the topic. In November 2025 he attended a Capitol Hill screening of the film hosted by Representatives André Carson and Anna Paulina Luna, with Tim Burchett, Jared Moskowitz and Eric Burlison in the room, and People photographed him at a question-and-answer session with lawmakers. Marco Rubio, who appears in the film, said that December that his line about nuclear sites described what others had told him and had suffered “a little bit of selective editing.” On June 3, 2026 Stratton announced the title and date of the book: “I break my silence to reveal everything I legally can.”

Out of the Shadows

The memoir, published on October 13, 2026 with a foreword by Hal Puthoff, who shares the audiobook narration with Stratton, and endorsements from Christopher Miller, David Fravor and the retired CIA officer Jim Semivan, is the fullest version of the story and the strangest. It opens in 2014 with a gray being at his son’s window, which he alone saw. It names a “Legacy Program,” running since the 1940s, in which elements of the CIA control the recovery and reverse engineering of non-human craft, the Air Force retrieves them and contractors receive them, and it attributes its most specific claims to Jim Ryder, a Lockheed Martin executive who died in 2018: that Lockheed alone held twelve craft, some with occupants, and that a CIA “gatekeeper” refused to transfer one to AAWSAP’s scientists with an answer that was “flat, immediate, and final.” It relays an unnamed insider’s Roswell, with survivors who died “refusing food or contact”; a 1964 landing and contact at Holloman Air Force Base whose film, his contacts said, had been moved from Norton to a vault at Kirtland and could not be found; a submarine-bait operation that produced one sphere and no capture; and three senior officers whom a “hidden hand” talked out of reporting a craft over a Top Gun building. It calls the Pentagon’s current UAP office, under its first director Sean Kirkpatrick, “a front for the Legacy Program.” And it says, of what Stratton saw at the ranch, “I don’t have data to back it up, but I know what I saw.” He launched it with Baier, People and Jake Tapper in three days; our news story follows those interviews in detail. A scripted series from Terence Winter and Farah is in development.

What the record supports

The documented Stratton is a career intelligence officer who ran the government’s UAP effort in its most consequential years and who, by every account including his own, saw a video he could not explain. The task force, its reports and his leadership of it are matters of record. Everything beyond that rests on his word and on the words of people he chose to believe. The Pentagon’s All-domain Anomaly Resolution Office reported in March 2024 that it had found no verifiable evidence that any government or private program had ever held extraterrestrial technology, described a circulating story of “as many as 12 extraterrestrial spacecraft” as originating with the AAWSAP circle, and said the former CIA official accused of blocking a transfer had denied it in a signed memorandum; its annual report released in July 2026 repeated the finding. Kirkpatrick, without naming anyone, has attributed the cover-up narrative to “a small group of interconnected believers” who have known one another for decades. Critics of the memoir point out that its hardware claims come from Ryder, Puthoff, Eric Davis and unnamed insiders, that its “own eyes” sightings were never recorded, and that the Pentagon’s prepublication clearance screens for classified information rather than truth. Greenewald, for his part, argued in 2025 that the still largely classified task force charter “seemingly undermines” the Post’s portrait of a wasted effort. Stratton’s reply, as the essayist writing as Pulp Non-Fiction quotes him, is that “none of the people you routinely see making the rounds on podcasts” and the news “had responsibility” for the problem. He did. Both things can be true: he was there, and he cannot show what he says he saw.
